Call for papers
The themes chosen for the Conference are multidisciplinary, covering both geopolitics and geo-economics, and economics, including international economics and finance, development and natural resource economics, and economic policy in an open economy.
They are grouped according to the following directions:
1) Deindustrialization of advanced countries.
Why do these countries (including Russia) repeatedly record external deficits for manufactured goods? Is it still possible to re-industrialize them, and if so, under what conditions?
Are "economic sanctions" an opportunity for Russia to re-industrialize?
The development and management of productive resources and factors of production in Russia and worldwide: good or bad use of the planet's natural resources, labor power and "machines" (i.e. technical progress)?
2) Is the balance of foreign trade between countries sufficient to ensure development?
"for the benefit of all"?
Doesn't history show that free trade between countries that are too different from one another (in terms of trade policies or wages) leads to situations where there are "winners" but also "losers"?
Can currency devaluations lead to the re-industrialization of certain countries?
Shouldn't we consider more "traditional" protectionist measures, such as import taxes on certain products?
3) The dynamics of large firms.
What's new in the relationship between large corporations and governments?
Who really negotiates free-trade agreements: representatives of states or multinational corporations?
4) Why did the European Union want to enlarge? Why is this project contrary to Russia's wishes?
An analysis of Russia/European Union relations through various initiatives: the European Union's neighborhood and enlargement policy, the Eurasian Union project, the "BRICS" club and the dream (or ideology) of a multipolar world.
5) Why is the euro in trouble? (and the European Union with it...)? How is the ruble doing?
The currencies of "Greater Europe" (Pound, Euro, Ruble) in the context of the crisis (which continues) in developed countries.
Within this general slump, we analyze more specific crises: in Greece, Russia, the southern EU countries (France, Italy, Spain, Portugal) and the Balkans.

- Send, before November 30, 2015of an "abstract" indicating the intended title and the main ideas to be developed in the paper.
- Opinion of the Scientific Committee accepting or rejecting the proposal on December 15, 2015
- Final texts of selected papers to be sent on February 15, 2016 at the latest.

| Important note To facilitate obtaining a visa for Russia, you must first receive a letter of invitation from "the Russian part of the organization" (details will be sent to you shortly).
To receive this letter, you must send "to the Russian side the following information: (i) your surname, first name, date and place of birth, home address, the institution to which you belong, and your status within it; (ii) a clearly legible photocopy of clearly legible or scan of the first two pages of your passport, showing your photo, passport number, date and place of issue and expiration date. Thenyou will have to submit your visa application to the Russian Consulate nearest to your home, after having been informed of the documents required (including a certificate of internationally valid Insurance); you will have to present yourself for fingerprinting (it seems that this has been necessary for some weeks now...); the visa is subject to a fee... |
Note 1: Accepted papers may be presented in French, Russian [if not, in English]; the "tradition" in Russia is that "papers" presented at this type of Conference should be relatively short (around ten or twelve single-spaced pages for the written document); oral presentation of the paper via Power Point is recommended to help the translator with this presentation).
Note 2: in addition to the academic nature of this Conference, our Russian-Siberian organizing colleagues would like "French and Western European business personalities" to come to Irkutsk to meet "local business leaders" from the public and private sectors.
Note 3: a 36 h to 48 h sightseeing excursion is planned on Lake Baikal (frozen at this time of year), with accommodation on Olkhon Island (temperature fluctuating between -10°C and -30°C).
